Does it mean that the fares are only applicable for a half of the round-trip route, or that the amount of each of the fares is half of the round-trip fare amount?
The original phrase is: "when 2 round trip fares with different penalty charges are combines on a half round trip basis to form a single pricing unit, then the higher penalty charge applies for the pricing unit" (from IATA tariff resolutions)

The meaning, I believe, is that when you combine several legs to make a round trip with more than 2 destinations (e.g. NYC-LA-HOUSTON-ATLANTA-NYC), each leg costs you half of the round-trip fare for that route (i.e. NYC-LA, LA-HOUSTON, HOUSTON-ATLANTA, ATLANTA-NYC). It makes sense to me because otherwise you would have to add up all the individual one-way fares for each leg and that would be incredibly expensive. |
