This step [Ready to Synch] can be activated from the “Load Rejection” step transition either after the “Load Rejection Re-Sync Delay time” expires (set at the default of 30 seconds), or if all of the following conditions are met:
The “Load Rejection” step is activated
The unit speed is within the “Stable Speed Deadband Window”
The wicket gate position is within the “Gates at SNL Deadband Window” (set at a default of 5% gate) for the “Gates at SNL Delay Time” (set at a default of 2 seconds). NOTE: The deadband value is compared with the “SNL Limit” setting for the Gate Limit, therefore 5% deadband corresponds to 10% < g < 20%, where g = 15% (default SNL Limit setting).
The above conditions ensure that if the unit breaker opens during normal generation, the sequence will be forced to remain at the “Load Rejection” step until the governor has recovered from the load rejection. This means that turbine speed and wicket gate position have returned to a safe SNL position before allowing re-synchronization.

мне кажется это не принципиально, так как ссылка взята из текста о ветровых турбинах, но есть очень большая доля вероятности, что данная лаборотория занимается турбинами вообще
