Russian translation:otsrochennoye (chastichnoye) uchastiye (v osvoenii mestorozhdeniya)
Explanation:

Below is the definition of the phrase "carried interest" (also "carried working interest"), which I found in Wood's Illustrated English-Russian Petroleum Technology Dictionary:

Quote

"отсроченное (частичное) участие в освоении месторождения (имеет место в тех случаях, когда бизнесмен/фирма (note: in your case it is "правительство") не финансирует бурение и завершение скважины, а включается в финансирование, начиная с определенного момента, напр., - спуска обсадной колонны, монтажа емкостей, ввода скважины в эксплуатацию; с этого момента участие становится полным."

Unquote

Normally, pertaining to the government, "carried interest" means that the foreign company will issue, free of charge, a certain percentage of shares to the government. This "carried interest" is given to the government in addition to the royalties, bonuses, and other contract payments (if any) to the investor.

This is a very common term, which is widely used in minerals mining, esp. in the oil and gas sphere. I have also seen it translated as "besplatnoye uchastiye", which I like less, since nothing in this life seems to be free.

Hope that this helps you,

Best regards,

Artyan

валовая прибыль как доля выручки (после вычетов эксплуатационных расходов)

Explanation:
Честно говоря, я не экономист и потому не понимаю толком, что это значит, и не уверен, подходит ли для Вашего контекста. Однако именно такой перевод предлагает Англо-русский экономический словарь под ред. Аникина (М., "Русский язык", 1977). Несмотря на относительную древность, словарь основательный и дает большой процент попаданий.
Успеха.

Explanation:

I have also seen the term "carried interest" in a context where the foreign company was willing to cover the cost of the governments shares; in fact, it was giving the government a free interest in the project.
