Программа самообеспечения семьи Explanation: The Family Self-Sufficiency Program THE FAMILY SELF-SUFFICIENCY PROGRAM What is the Family Self-Sufficiency (FSS) Program? FSS is a program designed to promote employment and increase savings among families receiving Section 8 vouchers or certificates or living in public housing. There are two main features to FSS: an escrow account and case management. Escrow account. Like most families in public or assisted housing, a participant in the FSS program must pay higher rental payments if her income increases. Unlike most other tenants, however, the FSS participant can get a refund of some or all of her increased rental charges if she complies with program rules. If an FSS participant increases her earnings from work, an amount equal to 30 percent of her net increase in income (or 30 percent of her increased earnings, whichever is lower) will be deposited into an escrow account. If the participant graduates successfully from FSS, she will receive all of the funds in her escrow account. If the housing agency agrees, the participant also may withdraw funds from the escrow accounts while still in FSS for certain work-related expenses. However, if she fails to complete the FSS program, the participant loses the funds in the escrow account. Case Management. Each family in FSS is provided with a case manager. The case manager works with the family to develop an FSS contract and help the family access supportive services in the community. The nature of the services vary from program to program. Among the services that families can access through some FSS programs are child care, transportation, credit and money counseling, and educational programs. Who is Eligible to Participate in FSS? It varies by housing agency. Most FSS programs serve families with Section 8 vouchers or certificates. Some housing agencies also run FSS programs for families in public housing. Families living in other forms of subsidized housing are not eligible. Families do not have to be on welfare or any other type of assistance to qualify. For most families, participation in FSS is completely voluntary; they may not be forced to participate if they choose not to. Family Self Sufficiency Explanation: Family Self-Sufficiency (FSS), authorized by the National Affordable Housing Act of 1990, promotes the development of local strategies to coordinate use of rental subsidies with public and private resources to help residents of public housing and participants in the Section 8 rental certificate and rental voucher programs become self-sufficient through education, training, case management and other supportive services. Families who volunteer to participate sign a five-year contract with the PHA specifying the steps both the family and the PHA will take to move them toward financial independence. Participants can also save money through FSS: an escrow credit, which is calculated by the PHA based on increases in earned income of the participating family, is deposited in an interest-bearing escrow account which the family can claim upon successful completion of the FSS contract. Beginning in fiscal year (FY) 1993, PHAs that have received funding increments for pub-lic housing rental units or for most new Section 8 rental certificates and vouchers have been required to operate an FSS program with a minimum program size based on the number of new units received unless approved by HUD to operate a smaller FSS program. Beginning in October 1999, the recently enacted Quality Housing and Work Responsibility Act of 1998 will no longer require that new units carry an FSS obligation. In addition, the legislation stipulates that the minimum size of the FSS programs will decrease as families graduate from FSS. However, PHAs are still required to operate FSS programs until the number of families equal to their minimum size programs do in fact successfully graduate. PHAs are also encouraged to operate voluntary FSS programs. While there are no HUD funds for services, funds are available from the operating subsidy for public housing FSS program coordinators. PHAs that administer Section 8 FSS programs of at least 25 slots have been able to apply for Section 8 funding to pay the salary of a Section 8 FSS program coordinator.
