...если нам нужно "широкий" термин...

Т.е. "близкие к центру" в организационном, географическом или любом другом (если можно ещё другой придумать...) смысле.

Можно, конечно, отважиться и на слово "околоцентральный" (всё-таки, в "Мультитране" есть "околоцентральный орган власти")... Но я бы, напр., не отважился...
