"Building a network", just as it is in "building a house."

To me "Building up a network" sounds like you're working on expanding your network instead, as opposed to building from scratch.
But to be honest with you, I don't even know a single sentence from your Russian source, so... this is all just a game of guessing whether this or that is more appropriate.

Explanation:
creation - более "творческое" слово, т.е. слово, подразумевающее творческий процесс.
creating - более "рядовое" слово; для Вашего контекста оно больше подходит, IMHO.

Explanation:
It is hard to tell without preceding context, but I would use Creation because Creating does double duty as a verb and as a noun, while creation is strictly a noun.

In either case, I also wouldn't say "of a high-effective storage network". It would be "highly effective" or "high-efficiency".
