(b) commissioning tests, which shall include the specified operational tests to demonstrate that the Subcontract Works or Section can be operated safely and as specified, under all available operating conditions; and
(c) trial operation, which shall demonstrate that the Subcontract Works or Section perform reliably and in accordance with the Subcontract.
not 100% sure how "section" is related to "Subcontract Works" and how "Subcontract Works" can be "operated safely"..

c) что все вспомогательные подразделения функционируют надёжно и сообразно своей "подзадаче" (т.е. цех измельчения подаёт вовремя нужные объёмы сырья, электроцех способен поставлять нужное напряжение без резких перепадов, водокачка снабжает главный цех нужным объёмом воды, а упаковочный цех способен расфасовать всю произведённую продукцию без задержек.

В случае b) контролируется только работа отдельного участка, а в случае c) все вспомогательные участки работают одновременно в режиме пробного производства.
