I can propose a device for making snowballs of required mass. Imagine a cylinder with a hemispheric bottom. The bottom can be removed, but it is now attached to the cylinder. The construction is standing vertically with the open end up. We load it with exactly 25 kg of snow from a snow gun, put another hemisphere ontop of the snow (it should be of slightly smaller diameter than that of the cylinder) and apply pressure. Then we open the bottom and extract a snowball, more or less spherical, more or less dense and hard, but with the known mass (if we choose the diameter of the cylinder and the pressure correctly).
What I mean, there is no way that the mass of the snow ball remains 25 kg all the way from the snow gun to the impact point on the panel. So "mass times velocity squared" might not work as accurate as it should.
It is quite simple to make all snowballs impacting with the same kinetic energy (or any desirable energy within the possibility of accelerating the snowball without destroying it), which is mass times velocity squared.
And, obviously, the deviations of density and hardness of the snowballs are not so important in this test as long as their hardness is much lower than the hardness of the tested constuction.
Important are soft impacts (hardness of the impactor is much lower than that of the bombarded object) and controlled kinetic energy of each impact.

Hard to say, most probably not. In the text it is "a novel 25 kg snowball impact test". Imagine the equipment to produce sufficient amount of snow, make 25 kg balls of it and send it flying aginst the panel. Referring to you first remark. Impact load need not to be static. The impact force and intensity can very under the test run.

Maybe they just throw accelerated heavy snowballs onto the construction, one after another, many of them, until it breaks to see how many impacts it can stand, with the known kinetic energy of each snowballs.
Or they just trhow a certain number of snowbals with known energy and then analyze microcracks in seams or something.
Probably snowballs are used in order to prevent defects, which harder heavy objects may cause.

Asker: Andrei, thanks a lot for your 5 kopecks) we figured that it's different from snow download test, which is the one that is used to determine whether the panel would withstand the accumulated weight of the snow. THis snow ball Impact test (and we found a "25kg" prefix to it) is probably the one to measure impact resistance when subject to those snowballs falling on to the panels.
