Из моей практики работы с экспатами на строительстве:
MDR - учетный документ, для них - эквивалент тех работ, mechanical completion которых должен быть сдан.
У российской стороны "подшивается" реестр выполненных (завершенных строительством) основных работ (сдача которых совершена заказчику).
Субчики продолжают finishing post mechanical completion.
Окончательный стартап происходит после оформления всей документации.

Судя по контексту из предложенной ссылки http://tinyurl.com/8yv7jjf, deliverables - это все-таки документы. Исхожу из следующего абзаца: Verify all the project deliverables kept in the Filing System against the latest Master Deliverable Register (MDR) from the DCC, and perform the necessary reconciliation according to the MDR (e.g. various revision are kept in an orderly manner) to ensure all deliverables are accounted for and avoid any duplications in the collation of the deliverables, and perform checks for completeness of the content of each deliverable per its own TOC.

насчет хода выполнения работ - очень сомневаюсь. Просто все этапы строительства закрываются актами, оформляются исполнительные чертежи и т.п. Туда же входят и сертификаты на матералы, протоколы аттестации сварщиков - куча бумагов

I believe it's a document or list that enables to measure project progress, and I think that "deliverables" = documents here
