Each pad contains a two-piece access tower system, the Fixed Service Structure (FSS) and the Rotating Service Structure (RSS). The FSS permits access to the Shuttle via a retractable arm and a "beanie cap" to capture vented LOX from the external tank. The RSS contains the Payload Changeout Room, which offers "clean" access to the orbiter's payload bay, protection from the elements and can protect the shuttle in winds up to 60 knots

По своей конструкции стартовые комплексы LC-39A и LC-39B, расположенные в северной части мыса Канаверал, идентичны. Площадки оборудованы стационарной башней обслуживания FSS (Fixed Service Structure) высотой 106 м, включая 24-метровый молниеотвод.
Составным элементом башни FSS является поворотная башня обслуживания, передвигающаяся по рельсовым направляющим. Она используется для установки полезного груза в отсеке ОК. В этих целях на башне предусмотрен отсек с повышенной чистотой внутреннего объема.

rotate в авиации означает "отрывать (переднее колесо от поверхности ВПП при взлёте)", производно от этого перевода получается, что это такой механизм, который фиксирует момент отрыва колеса самолета от ВВП.
