т. е., как я понимаю, нельзя оставлять графы незаполненными. В случае, если ставить нечего, нужно написать \"сведений нет,(сведения отсутствуют, данных нет)\".
Как, например, в русском:
В случае непредставления или несвоевременного представления кандидатом требуемых сведений, в соответствующих строках справок со сведениями о кандидатах проставляется запись, - ___«сведения отсутствуют»___.
