The tenure system is one of state forests, where rights on various resources (timber, mineral, wildlife, plants or others for commercial purposes) are granted by the government. A license holder cannot prevent access to its license area.
Как же в данном контексте перевести "tenure system"? "Система государственного землевладения"? И как "system" может быть "state forest"?
