прежде, чем предлагать, нужна допинформация - похоже, что речь о беженцах, уже проживающмх в места компактного проживания таковых ("беженцы в физической ситуации беженцев") . Существуют и другие беженцы - ждущие статуса в своей стране или прилетевшие по турбилету в дом друзей и подавшие на убежище по статусу беженца, а здесь, как мне кажется, речь может идти о том, как разгрузить лагеря беженцев, которым ни туда, ни сюда, и побыстрее их оформлять. Тогда простого перевода "ситуация с беженцами" может быть недостаточно.

Понятно, что беженцы находится на положении беженцев. Повторять звучит некрасиво. Речь идет о специфической ситуации беженцев в чужой стране.
