когда 'assured', то меньше прав, например, нельзя выкупить, и 'secure' была только до jan '89 -

You will have a Secure Tenancy if you have been a tenant with LHA since before 15th January 1989. You may have changed homes within that time, but not stopped being an LHA tenant.

You will have an Assured Tenancy if you became an LHA tenant after 15th January 1989.
Under Acts of Parliament, you have similar rights with both types of tenancies:

* you can stay in the property for as long as you wish provided it is your main home and you do not break the terms of the Tenancy Agreement
* you cannot be asked to leave your home except by a Court Order.

neutral cheeter: "защищенная" аренда странно звучит: все ее отличие от assured tenancy - в большей степени гарантий. Так почему бы не назвать "право аренды с повышенной гарантией (защитой)"?
