Словарь дает такой перевод: просиживать часы на работе". Но здесь непонятно к чему это будет сказано. Речь идет о том, как в Америке появился единый национальный долг и был учрежден US Bank.Этому поспособствовал некий Александр Гамильтон еще при Вашингтоне(George Washington's secretary of treasury). Так вот: само предложение такое:Thus it was by his efforts that a single national debt was brought into being - though nowadays few people, watching the clock in New York race through its figures, would share his view that it represented a national blessing.
