Как-то из советских времён это прилагательное...
Тут (исходя из цитированного большого абзаца) смысл, как я его вижу, в том, что выводы (заявления, утверждения, постулаты (?) могли бы быть и порезче, поскольку научный журнал служит для информирования общественности о значимых событиях... ну и далее по тексту.

Мне кажется, "туманные" здесь как-то ближе по контексту.
На "обвинениях" не настаиваю: "заявления" и даже "жалобы" звучит более нейтрально.
Как я понимаю общий смысл, шума вокруг статьи было больше, чем хотелось. Поэтому её решили напечатать, чтобы показать, что исследователи больше жалуются на недостаток средств и данных, и намекают на чинимые им препятствия (или кого-то туманно в чём-то обвиняют), чем рассказывают о результатах.
