Насколько я понимаю, речь идет о том, что регистратор вообще не оформляет эти сертификаты так быстро, как хотелось бы сторонам договора - а не просто по каким-то причинам задерживает выдачу сертификата в конкретном случае.

"Сложившаяся практика", "обыкновение" - это скорее для обобщения ситуации на рынке и/или о каких-то не формализованных обычаях, традициях. У нас же один регистратор, и у него - формальная бюрократическая процедура.

"Обычный порядок" - лучше, но подразумевает возможность существования и "необычного порядка". Например, срочное оформление по особым тарифам.
