У меня тоже был такой вариант перевода, но мне кажется, он не очень хорошо вписывается в предложение: Я Норман Норман, секретарь округа и секретарь Высшего суда штата Нью-Йорк, в и для округа штата Нью-Йорк суд письменного производства, имеющий законную печать, НАСТОЯЩИМ ПОДТВЕРЖДАЮ,
