neutral  Angela Greenfield: если дадут контекст, то соглашусь с вашей точкой зрения, но обычно пишут "procurement of substitute goods" в вашем случае, а в гос.закупках это означает, что тот, кто получил госзаказ, тот и обязан его выполнять, не передавая в субподряд. Вот такие дела.

Конечно, не хватает контекста, но поскольку речь явно идет о юридических последствиях (ответственности стороны договора) в случае неисполнения обязательств - предположу, что это именно так!
