Thanks a lot. The answer was very prompt and helpful. I would however suggest that a reference to the Department of Defense should be added to the proposed Russian equivalent of DFAR (e.g. Федеральная инструкция Министерства обороны США...). It looks logical as there exists another term "FAR" (I suppose it is Federal Acquisition regulation), which is used in the same context of Restricted Rights.
