Речь идет о последствиях неследовании технике безопасности при производстве строительных работ. Не совсем понимаю, что имелось в виду под debiting any damage:
Should the CONTRACTOR breach the foregoing, the EMPLOYER shall be entitled to request suspension of the WORKS or to terminate the CONTRACT, whereby the CONTRACTOR shall have no recourse whatsoever to said extent, debiting any damage and any greater expense caused to the EMPLOYER from the CONTRACTOR’s breach.

ПЕРЕВОД:
Если ПОДРЯДЧИК нарушает вышесказанное, НАНИМАТЕЛЬ имеет право потребовать приостановления РАБОТ или же расторгнуть КОНТРАКТ, при этом ПОДРЯДЧИК лишается права прибегать к каким-либо мерам по данному вопросу, списывая ущерб или более весомые затраты, причиненные НАНИМАТЕЛЮ по причине нарушения правил ТБ ПОДРЯДЧИКОМ.
