Consequently, this letter is to request a "no objection" based waiver recommendation from the Russian Federation so that he can pursue his goal of becoming a productive medical care provider.
I understand what the phrase mean, but not sure how to put it nicely in Russian.
I would greatly appreciate your comments and/or suggestions.

This was the hardest phrase I have ever encountered. A word for word translation does not make sense yet you have to stay as close to the original as possible.
