В отличии от "сокращенного" (RIR). Работодатель рекламирует предлагаемую позицию в центральной и/или специальной прессе и проверяет поступившие заявки - интервьюирует кандидатов или по меньшей мере отвечает им. Грамотный адвокат должен уметь отклонить все заявки на ЗАКОННЫХ основаниях: необходимо показать, что на позицию НЕТ американских претендентов, которые были бы able, willing, qualified and available.
