OK, this isn't strictly an English->Russian term. That said, capo is pretty widely used in English to refer to a boss in an organized crime family. The term "capo di'tutti capo" means Boss of all Bosses in Italian (roughly).
capo -- (the head of a branch of an organized crime syndicate)


The contractor, Ed Sisca, is an ex-convict who served time in prison for his role in a bid rigging scandal, and is son of a reputed capo in the Gambino crime family.

I believe the first option would be most suitable here.

The term "thief-in-law" comes directly from the "official criminal world". The guy would be a "regional authority" for the thieves and swindlers, he controls a large territory, he is not accessible to "shesterki" (goafers) or even "middle-management", well-known, respected and feared. His resume containg at least serious convictions and served terms, often he would hold "the safe deposit box" with the spoil of the jailed thieves. Historically this was a part of criminal world that denied innecessary killings for 2 reasons - extra trouble and observance of the so called Thieve Code of Honour - no killing of women and children. They in fact prided themselves on being "intelligent and high profile". He could order the elimination of one of his own ot a competitor, but their business doctrine is based on "making money" with no blood at the crime scene.

Пахан would be a leader of another type - robbers, burglars, street dope dealers, pimps, racketeers. Those would wack you for a buck:-).

I believe nowadays the interborders are not all so distinctive.

BTW - I love that "thieve-in-law" - parents in-law thing. In Russian is sound really funny - мама в законе, папа в законе...

Again, context. Specifically for the paragraph in Russian. Capo carries a purely derogatory connotation here. The accent is on criminal, not on authority. In real life there is no way one could refer to capo in its original meaning as being nobody, not responsible for anything. What I\'m trying to say is that real capo can\'t be referred to as \"mere capo\".

That\'s why I believe главарь (бандитов) is the best option here.
