слово low там никак не подходит, ибо даже если его переводить по смыслу, тогда мы имеем:

или же

смысла мало в обоих случаях. :))
а насчет того, как можно синтезировать законы... извините, терминологию придумывал не я, но мне лично она нравится. Закон управления это есть некая функция, набор функций или еще что-то в этом роде; чтобы ее заполучить, мы должны ее синтезировать. математически. зачем физически?
