Смысло текста: записи в которых имеется метка начала предупреждения и конец предупреждения - считаются неустойчивыми, а те, у который имееются метка начала тревоги, метка (проведенного) изменения [т.е. есть след реакции на этот аларм] и метка конца тревоги считаются усточивыми (или полными).
