Assessing the current of the Tax Administrations in each of the twelve municipalities would be rather time consuming if based on a traditional organisational-performance-analysis. Therefore an alternative approach has been chosen; a so-called comparative-quick-scan analysis. Although quick-scans provide less information than in-depth analyses, they are, nevertheless, an effective tool to picture the current status and to point to weak areas that need to be addressed.
