Over-costing of Projekats
There is a common practice in many countries, which consists of over-costing the investment proposals by the ministries. This is particularly present when resources are insufficient, and it is motivated by the fact that the Ministry of Finance usually approves a lower allocation that the amount requested by the ministry. In order to obtain the desired resources, the ministry asks therefore for more money than effectively needed, such that when the funds cut is operated the remaining sum corresponds to what the ministry needs.
