There are three core elements (* figure 1) of a state-of-the-art Management System for Legislative Information (MSLI):
 The Workflow System
 The Legislative Editor
 The Open Archive
The object of an MSLI is the Legislative Document.

A Workflow System acts very much like a conveyor belt for transporting documents between different stages of production, for archiving the results of each stage and for guaranteeing their technical authenticity. The parliamentary system is the middle part of the overall workflow for producing laws. It receives input from those organisations which are responsible for drafting laws, or it creates its own input. It outputs final and signed versions of law, ready for paper (e.g. in the law gazette) and electronic publication.
