If there is no mistakes in the source text, it must be any kind of company. The web search results are inconclusive. The use of saxon genitive is another clue in favor of my view.
Companies often refer to their "operations" in other countries, and it is really a synonym for "the Venezuelan company/subsidiary" or whatever. As Phil says, all that is missing is "the"

This source seems to be either a poor translation from Spanish or an awfully written report. One guess is that the "author" meant "Venezuela's operations" (meaning those undertaken by either the Venezuelan Government or the whole economy).
I've switched the language direction (which anyone can do). I don't know what the correct translation is, but the English looks slightly odd. Unless Venezuela Operation is the name of an organisation, which seems unlikely, it should probably be "the Venezuela operation's sales", and operation probably means subsidiary.
