This phrase appers in a quotation of aircrafts' parts in the paragraph where the defects of the parts and the measures to be taken are described. Build standard could be "estándard de construcción"?? If it helps...the number 23092-00 appears in the other part of the text as the unit number.

I found IAW as "in accordance with"...

But, I cannot produce a nice translation for the whole sentence...
