Lead the development and design of aprons, taxiways, taxi lanes, aircraft stands, apron roads and GSE parking and **staging areas**

This is specifically airport vocabulary.
None of the other instances of "staging area" found has to do with airports.

Somewhere to park aircraft, but not on the apron
