I believe its some sort of varnish/gesso, I have no more info sadly. Pls see below thanks

•Seals, stiffens and provides surface “tooth” for painting surfaces
•Permanent, non-yellowing, flexible and water resistant when dry
•For acrylic, oil and pastels
•Apply to raw canvas, hardboard, paper, wood and other non-oily porous surfaces
•Allow 24 hours minimum drying before use

•Works well as a pastel ground
