El Pobble que no tiene dedos pedales


Explanation:
I would think the whole poem would be very difficult to translate. Lear is known for "nonsense poems" of very pronounced rhythmic structure in which free rein is given to the imagination, and absurd words and situations are invented at the drop of a toe. If only the title is to be translated, you might try "El Pobble que no tiene dedos pedales," converting the Spanish noun into an adjective (poetic license) and keeping a bouncy rhythm.
