English term or phrase: hoary rosemary mint
The hoary rosemary mint can be found in Texas west of the Pecos River, Northern Arizona, Colorado, Utah and New Mexico. The surfaces of this plant are heavily covered with silvery, velvety pubescence, providing a background for the pale purplish or bluish flowers among its needle-like leaves. This is an aromatic evergreen shrub which should be used more in cultivation as an ornamental in desert landscapes near walkways because of its fragrance.

Explanation:
These terms are found, though only in one document each, and they look like straight translations of the English rather than established names. It would be best to use the Latin name. There seems to be no other vernacular name in Spanish for this plant.

Hoary Rosemary Mint, Desert Rosemary
Poliomintha incana
Labiateae
The gypsum hills, sandy or eroded slopes at 4000 to 5000 feet in Texas west of the Pecos River, Northern Arizona, Colorado, Utah and New Mexico provide a home for the hoary rosemary mint.
