Hay poco contexto y es medio batalloso encontrarle una traducción eficiente, pero "bottom up" básicamente se refiere a tendencias, iniciativas o movimientos originados por el pueblo o las masas, y no por los dirigentes, gobernantes, etc.

O sea que en lugar de imponer algo, prefieren atender las tendencias populares.
