Credit guarantee schemes and CONFIDI too, have been developed to increase the capital flows to the real economy and more specifically the SME (small and medium enterprises) population.
The main advantages for governments that started such schemes were two:
Firstly, it limits the need for direct budget allocations to SME crediting purposes.
In fact the guarantees are used to stimulate financiers to provide finance to SMEs by offering them some form of comfort. Secondly, by using the borrower assesment skills and knowledge of the existing financial sector, no need borrower can be done by the financier and a Guarantee Fund, or left to the financier completely
