The local refers to local government (municipalidades)- first ref below
The 'bonded indebtedness' appears to be loans given/ "..bonds for capital construction and improvements..." - second ref below
I think this may have a specific translation in Spanish. Meanwhile to be going along with, I suggest:

DEUDA/ENDEUDAMIENTO VINCULADA/O AL MUNICIPIO
