Here in Mexico we use the term "cabildeo" for "lobbying". The problem is that something as cabildeador would sound really weird, so I would translate your phrase as follows:
"Jefe de grupos de cabildeo federal y estatal por parte de dichos municipios para la construcción y administración de $XXX de créditos revolventes en bonos municipales."
