Basándome en la proposición de Eunice y en las definiciones encontradas, a lo cual le agrego algo de imaginación, obtengo una frase, nada corta, pero creo que se acerca al sentido correcto. Del Black's Law Dictionary: "Churning occurs when a broker, exercising control over the volume and grequency of trades, abuses his customer's confidence for personal gain by initiating transactions that are excessive in view of the character of account and the customer's objectivs as expressto to the broker..." Por supuesto, en lugar de "corredores", se puede decir "agentes comerciales", "intermediarios", y en lugar de "operaciones" podría ser "transacciones"... Eso es a gusto del traductor.
