Un término difícil. Creo que se trata de "charge off accounting". Se trata de un método de contabilidad que permite cargar a beneficios (o amortizar) créditos considerados como incobrables (es decir, considerarlos como pérdidas).

Los diccionarios de Lozano Irueste y de Alcaraz Varó coinciden en la explicación de "charge off", aunque este último es más específico: cancelar con cargo a beneficios, calificar como incobrable (como verbo), o bien préstamos incobrables, débito a cargo de beneficios, cantidad recalificada como incobrable, amortización de créditos (como nombre).

Yo lo traduciría en tu caso como "contabilidad (o régimen) de amortización de créditos incobrables a causa de delincuencia"
