It might mean "saltado", as in you don't have to do it.. I think this because then they talk about making an immediate start on the next step (instead of doing both steps).

Por cierto: "To be" aquí no es "para ser", sino "debería ser" o simplemente "es". Este uso es bastante habitual en inglés.

El periodo.. puede saltarse y se puede empezar directamente con....
