"(Display Reset Not) is used to reset and initialize the Front Panel LCD when the GTV is first turned On. A "0" resets the LCD."

"'Program store enable **not**' (/PSEN) is actuated by the computer to control the output 'enable **not**' (/OE) on the ROM during a program fetch and a movc instruction. Read **not** (/RD) is actuated by the computer to control the output enable **not** (/OE) on the RAM during movx.
If the program memory ROM is to be virtual data memory, either the /PSEN or /RD control lines must be able to control the output enable **not** (/OE). Since the signals are active low, an AND gate must be used. If either input to the gate is low, the output will be low. The AND is equivalent to an Invert-OR-**Not** gate."

There's no relevant context and some of them are briefly mentioned and some of them are shown as 'Usages'. It would make more sense if they were commands, which I think they are, but I'm not sure, since the first example doesn't seem to be a 'don't' command.

Cuando estudiaba circuitos lógicos (hace muucho tiempo...), decíamos "negado" al estado lógico inverso. En el ejemplo del texto "Display Reset Not", se trata de la señal de reinicialización de la pantalla cuyo valor en estado activo es 0 y no 1, que es lo que el lector esperaría (A "0" resets the LCD). El mismo tratamiento se aplica a las demás señales binarias (Program store enable not, Receive Not, Chip Enable Not, Byte Enable Not, Osc Left Set-up Not, Write Strobe Not), es decir, todas ellas están en estado activo cuando hay su valor es 0 y no 1.

Explanation:
El complementario de "Display Reset".

That is binary (boolean) logic. "Display Reset not" means the complement of "Display Reset" . It means that when Display Reset is equal to 1, the value taken will be 0, and when Display Reset is 0, the value taken will be 1. That is why when Display Reset is 0 the LCD is actually reset.
