¿A alguien se le ocurre una manera de decir esto en español? Entiendo que significa algo así como "presentar" o "permitir el ingreso a" o " dar acceso a", ¿no?

I think that "surface" in this case means "present" the applications (maybe not necessarily for the first time as I suggested in my Spanish comment) but at any rate it has the meaning of introduce
