English term or phrase: Cold state
The following is the context. This is a web site with a provider database from an insurance carrier. I am not sure how to translated "cold state". I have also asked about "hot state" and got one answer: "estado activo". It makes sense (I could use "estado inactivo" for "cold state"), but I still would like to have more options to make sure this is the correct term.

Login / Apply Your Current Insurance Question – To best describe the content, the following is a short use case
Preconditions:
User has been searching in the cold state
User has made an insurance selection
Workflow:
User logs in and on success
User selects a plan from the multi-plan selection page & clicks continue

Thanks in advance!

Explanation:
"Cold state": Caches empty, no table data or indexes preloaded into memory, etc. Basically, database in a state as if you'd just started it (and the machine) up.

Saludos.
