The first type is when the popup goes away after you move your mouse away from a link or other object. The other type 'sticks' around afterwards. We call these "sticky" links.
En el primer caso la ventana desaparece al alejar el cursor. En el segundo, sin embargo, permanece. Es en cierto modo "pegajosa" (sticky).
En el primer enlace puedes ver la diferencia entre ambos tipos de pop-up (en el apartado 3). En el segundo, el término sticky se usa sin traducir, ya que es conocido. Es otra opción. Pero si lo quieres traducir te propongo usar "fija" para distinguirlo de un pop-up normal.
