Explanation:
Se refiere al software cliente que funciona en el PC. Creo que cliente del escritorio queda un poco raro, aunque Microsoft lo llame así. Lo pondría mejor "cliente local" o "cliente del PC", con lo que la frase quedaría:

"Dado que la herramienta StarM no se ha conectado aún al PC y al vehículo, el (software) cliente local no continuará."
