"Principiantes" sería, en mi opinión, más bien "beginners." (no me gusta incluir comentarios de "desacuerdo"; me parece algo bastante grosero ponerle un comentario negativo a alguien cuando está tratando de ayudar).

En fin, la frase "start-up" en inglés se refiere normalmente a compañías emergentes, y en este caso están hablando de transmisoras de radio estándares, de manera que "new internet start-ups" se estaría refiriendo a nuevas transmisoras (de Red / Internet)"que apenas están comenzando

Hago notar que mi concepto de "principiantes" podría ser diferente al de lafrentz, ya que yo soy de México. "nuevas transmisoras" me parece una solución bastante neutral.

Explanation:
En el mundo empresarial en España, se utilizan los términos de "compañías/empresas de nueva creación" (desde un punto de vista financiero o de RR.HH) o directamente "start-ups", sin traducir (desde un punto de vista empresarial). Siento disentir, pero el término "principiante" no se utiliza en el mercado ya que tiene connotaciones negativas.
