Según los glosarios de Microsoft. El único que no sale en español es sibling site, pero aparecen traducciones en francés, italiano, japonés, etc. y todos coinciden en usar "hermano".
No tiene nada que ver con el público al que están dirigidos, es simplemente su ordenación en la jeraquía del Web.
