Me parece, si no me equivoco, que la palabra "by" está de más, y lo que quieren decir es "dubbed ORCA" o sea "llamado/denominado/conocido como", porque luego pasan a poner qué significan las siglas entre paréntesis, y es el NOMBRE de la base de datos.

Si bien es cierto que DUB es DOBLAR, también tiene el significado de APODAR:

dub [dʌb] transitive verb1 (cinema) doblar
the film was dubbed into Spanish la película estaba doblada al español
2 (= nickname) apodar
3 [+ knight] armar caballero a

dub1 [dʌb]
verb (dubs, dubbing, dubbed)
